A hitatare can -- but a yoroi hitatare would look a bit odd for anyone of rank to wear w/o armour; the sleeves are rather abbreviated. Normal hitatare sleeves for people with status are huge, while only peasants wore the small-sleeved variety (in Heian and Kamakura Japan).
