Kinda.
The fabric is folded first to make the shape (seen sideways):

Then the SIDES of the hoko are sewn from the end of the fold ("a" below) to where the flap comes off the body (marked "x" and "y" below) to to make it a permanent flap (that is, it *can't* "unfold").
........a ____/|___ ......x.y.....
(ignore the dots. I'm using them to force spaces...)
That's all there is to it.
Yup. Except for the noushi it can't actually flap as it's tightly pulled against the butt.

It was used for both of the previous pictures of noushi that you saw. BTW, there is an 'ikan', which is a noushi with the pouch tucked in, and was only worn as a court garment by those powerful enough to ignore the rules, it seems. Noushi have little ties on them, rather than hoeki-no-ho, so that helps eliminate the need for a second belt, btw. Anyway, let me know if those diagrams help or hinder your confusion here. The pattern was taken from "Jidai Isho no Nuikata" and redrawn and resized for me, as stated earlier. -Ii PS: Another helpful hint. When you want to get the twisted loop for the cord at the neck, rather than just doubling it over and twisting, then sewing it down, take the two ends and twist. Then, let the twist this imparts form your twist with a loop. The tension on it will be much better. It took me three tries to figure that one out.
