Hemp and plant fiber weaves were very common for the lower classes of society It depends on how you define "lower." Hemp was the daily-wear fiber for the buke. Not nobility by any means, but wealthy and the effective ruling class from the Kamakura up until the Meiji restoration. Truly "lower" classes? It's kind of like the 4 Yorkshiremen. They dreeeamed of hemp. They had to live in a pit, go out, fell trees, and wear the bark. Actually, that's not too far off. I've read that Japanese peasants actually did wear "paper" cloth garments.

I do know in Edo paper was used for attire - including firemen coats (it was wax coated).
