Yes. Materials, composition, shape, etc. are all fluid. Early tachi tsuba are very different from late period tsuba. Period tsuba generally seem to be more utilitarian--A lot of the gold and silver decoration I see tends to be Edo period, but it isn't exclusively so.
I would think that somebody would have to do a pretty comprehensive survey of all surviving tsuba and correlate styles to dates to produce that kind of information. That's not to say nobody has done it, but if nobody has done it somebody could probably get a Masters degree out of it.
