Here's a somewhat better image of a modern pair for dance and taiko drumming. It looks to me like a standard hakama that's been pleated into a pair of kyahan. You can see the pleats running down into the bottom panels and it appears they open at the back of the calf. How good are you at sewing? I'm thinking you could take Effingham's hakama pattern - cut them to hit you about mid shin, maybe, so they puff enough. Then use Otagiri-dono's kyahan instructions to build the bottom pieces and sew them on. www.rhinohide.cx/tousando/yoriaku/ www.sengokudaimyo.com/katchu/graphics/patterns/hakama1.PDF?51,13 If you're unsure (even if you're not), mock it up in cheap muslin to see how it turns out..... That is how i make all of mine. I wear them for war and most events as they are a bit easier for me to walk around in and feel a bit more manly, though as i get older this is less of a problem for me then when i was 20.
My Mother pleated down the hem to a cuff. I may be mistaken, but I believe Effingham-sensei had told me that is one way they did it , though my more recent ones I've made after my mothers passing have a draw string in the hem ( for ease till I can get off my lazy butt and do it right).
I hope this helps and I'm not mistake about what Effingham-sensei had said, if so I apologize in advance.
