Hot damn! I just went into the Art Store in Berkeley to look for paper to test in my continuing quest to come up with fan making materials and I discovered that Midwest Products has micro-cut scale lumber basswood in precut sizes. #8025 (.0416" x .208" x11") should be suitable for fans.
I also found pads of 16 lb. layout bond which may do as an alternative for origami paper, and I'm see what treating the paper with spray varnish does in terms of stiffening the paper.
The only downside is that I'll have to revise the webbed instructions I have so far. ;->

In preliminary tests, absolutely nothing. It does make the dye from the origami paper run to the white side. On the other hand, it will help preserve any paintings done on white paper. Hmmm, I wonder. Niagara Spray Starch, maybe? Musing Makiwara
